A university campus is a place for learning and academic activities that should provide a safe, healthy, and comfortable environment for all members of the academic community. Therefore, campuses are designated as Non-Smoking Areas, as regulated by various laws and policies, including the Regional Regulation of DKI Jakarta Province and the Circular Letter of the Ministry of Higher Education, Science, and Technology.
In line with these regulations, BINUS has officially declared all campus areas as Non-Smoking Areas. This policy applies not only to students, but also to all BINUSIANS, including lecturers, staff, and campus visitors. The smoking prohibition is regulated in the Student Activity Code of Conduct (PTTAK).
Why Is Smoking Prohibited on Campus?
The smoking ban on campus is implemented based on several important considerations:
1. Compliance with Laws and Regulations
Smoking in educational areas is prohibited under national regulations. According to Health Law No. 23 of 2023, places for teaching and learning activities are classified as Non-Smoking Areas.
A Non-Smoking Area is defined as a space where the following activities are prohibited:

Selling tobacco products

Producing tobacco products

Advertising and promoting tobacco and electronic cigarettes
Violations of these regulations may result in criminal sanctions, including fines of up to IDR 50,000,000 (fifty million rupiah).
By enforcing a smoking ban, BINUS demonstrates its commitment to complying with and supporting applicable laws.
2. Promoting a Healthy Lifestyle
Cigarettes contain addictive substances that can cause serious health risks, both for active smokers and passive smokers. Exposure to cigarette smoke may lead to various health problems.
Through the implementation of a Non-Smoking Campus, BINUS encourages all BINUSIANS to adopt a healthy lifestyle. Without smoking, BINUSIANS can still achieve their best performance in academic and non-academic activities.
3. Creating a Comfortable Campus Environment
The campus is a shared space where BINUSIANS study, work, and interact. Therefore, it is important to ensure comfort for everyone.
Smoking does not only affect the smoker, but also the people around them. Cigarette smoke can disturb health and environmental comfort.
The smoking prohibition aligns with one of BINUS’s core values, Respect, which emphasizes mutual respect among BINUSIANS, including respect for others’ right to clean air and a healthy environment.
