Sexual violence in the campus environment has become an issue of growing concern in recent years. A university should be a safe space for all members of the academic community to learn, grow, and interact in a healthy manner.
However, the presence of sexual violence threatens the creation of a harmonious, inclusive, and safe academic environment. Therefore, education and strict enforcement of regulations prohibiting all forms of sexual violence are essential to protect everyone on campus.
What Is Sexual Violence?
Sexual violence refers to any act that demeans, humiliates, harasses, and/or attacks a person’s body or reproductive functions, caused by unequal power relations and/or gender-based discrimination.
Such acts may result in physical and psychological suffering, disruption of reproductive health, and the loss of opportunities to pursue education or work safely and optimally.
Sexual violence can affect anyone, regardless of gender. Therefore, prevention and response efforts must be carried out without discrimination.
Regulations and Policies Prohibiting Sexual Violence on Campus
1. Law on Sexual Violence Crimes
This law was enacted in response to the increasing number of sexual violence cases and the limitations of previous regulations. Its main objectives are to:

Handle, protect, and support victims

Enforce the law and rehabilitate perpetrators

Create an environment free from sexual violence

Ensure that such cases do not recur
2. Regulation of the Ministry of Education, Culture, Research, and Technology
Initially, this regulation focused specifically on sexual violence in higher education institutions. Since 2024, its scope has been expanded to cover all forms of violence on campus.
The objectives of this regulation include:

Protecting the campus community and partners in carrying out the Tridharma

Preventing acts of violence in academic activities

Creating a safe, inclusive, equal, and violence-free campus environment
3. BINUS Student Code of Conduct
In line with national regulations, BINUS has implemented the Student Code of Conduct since 2023, which includes strict prohibitions against sexual violence.
Any violations will be processed according to applicable regulations and subject to firm sanctions. This policy aims to ensure safety and comfort on campus, as well as to provide guidance and corrective action for perpetrators.
4. Establishment of the PPKPT Task Force
BINUS has established the Task Force for the Prevention and Handling of Violence in Higher Education (Satgas PPKPT) to ensure that the campus remains a safe, comfortable, inclusive, and violence-free environment.
The Role of the Campus Community
Preventing sexual violence is not only the responsibility of the university, but also requires active participation from all members of the campus community.
