The Task Force for the Prevention and Handling of Violence in Higher Education (commonly known as Satgas PPKPT) is a special unit within universities responsible for ensuring a safe, inclusive, and violence-free campus environment. Initially established to address and prevent sexual violence under the Ministry of Education and Culture Regulation No. 30 of 2021, its scope was expanded in 2024 through Regulation No. 55 of 2024 to cover all forms of violence occurring within higher education institutions, not just sexual violence.
What are the functions of Satgas PPKPT?
The primary role of Satgas PPKPT is to create a safe, comfortable, and conducive environment for the entire academic community to learn and work effectively.
At BINUS University, Satgas PPKPT functions include:

Receiving and following up on every incoming report

Conducting education and awareness programs for the academic community

Providing assistance to victims, witnesses, and reported individuals

Monitoring the implementation of anti-violence policies on campus
Who are the members of Satgas PPKPT?
Satgas PPKPT consists of representatives from faculty members, educational staff, and students who have undergone a selection process. Each member serves a two-year term and may be reappointed.
The Satgas at BINUS University was first formed in 2023 and currently consists of 24 members representing all groups: lecturers, staff, and students.
These members are located across all BINUS campuses: Greater Jakarta, Bandung, Malang, Semarang, and Medan.
For the 2025–2027 period, Satgas PPKPT at BINUS University includes a Chairperson, Vice Chairperson, and Secretary, supported by three divisions:

Each division is led by a coordinator and supported by members based on their expertise.
What constitutes an act of violence?
Violence is any act, with or without physical force, that causes harm to the body or life, results in physical, sexual, or psychological suffering, or deprives someone of their freedom, including making someone unconscious or helpless. (Source: https://lldikti3.kemdikbud.go.id/adia-kekerasan)
Forms of violence include:
1. Physical Violence
All actions involving physical contact, with or without tools.
Examples: Fighting, assault, forced labor for economic gain.
2. Psychological Violence
Non-physical actions intended to degrade, humiliate, intimidate, or cause discomfort.
Examples: Exclusion, rejection, neglect, insults, spreading rumors, cyberbullying, intimidation.
3. Bullying
A repeated pattern of physical and/or psychological violence based on power imbalance.
Examples: Hitting, kicking, damaging property, humiliation, threats, exclusion.
4. Sexual Violence
Any act that degrades, harasses, or attacks someone’s body or reproductive functions due to power or gender imbalance, causing psychological and/or physical harm.
Examples: Sexual jokes or comments, unwanted touching, sending sexual content without consent, voyeurism, coercion for sexual acts.
5. Discrimination & Intolerance
Actions involving differentiation or exclusion based on ethnicity, religion, gender, socioeconomic status, ideology, or physical/mental abilities.
Examples: Forcing group membership based on ethnicity, excluding certain groups.
6. Harmful Policies
Policies—written or unwritten—that may lead to violence.
Example: Rules requiring harmful initiation practices, such as mandatory excessive physical exercise.
